Abstract: We introduce rotationally invariant analogue of the space R^3_0 (= R^3 without the origin). On this space we construct QM: Hilbert space of wave functions and important physical operators (noncommutative coordinates, angular momentum, Hamiltonian, velocity, ...). We analyze uncertainty relations and summarize solution of the NC Coulomb problem (bound states and scattering).
